Prof. T.C.James is former Director (IPR), Department of Industrial Policy and Promotion. His current charge includes law and policy relating to Patents, Industrial Designs and Geographical Indications of Goods, and matters connected with World Intellectual Organisation (WIPO) besides general policy and strategies in the area of Intellectual Property Rights. Further, Prof. James is the Consultant, Research and Information System for Developing Countries (RIS), and President, NIPO, a non-profit intellectual property (IP) think tank.

Prof. James graduated from University of Kerala and Harvard University, thereafter. In the latter years, he received training from WIPO Academy (Geneva), British Copyright Council (London), Swedish Copyright Institute (Stockholm), European Patent Office (Munich), and Hungarian Intellectual Property Office (Budapest). He has published many articles on IPR in journals and magazines and is co-author of A Handbook of Copyright Law published by the Ministry of Human Resource Development, India.
